　　杭州大厦位于杭州市最繁华的武林广场旁边，是杭州市最高档的商场，里面云集了众多的国际知名品牌，而路易威登专卖店正是位于杭州大厦一楼最显眼的位置，据了解，这家店去年全年的销售额近两亿元，仅次于北京和上海的两家店，然而就是在这家生意火爆的LV店，却被查出不合格的产品。今年的6月6日，浙江省工商部门对这家专卖店销售的不合格商品进行了查处，556件商品当场扣留，随后，路易威登杭州店悄然关门歇业，对于LV的突然关门，杭州的消费者都感到十分惊诧。

　　杭州消费者：“不合格，用着怎么舒服呢，用着心里不踏实啊。”

　　那么，LV的包到底出了什么问题？

　　国家鞋类质量监督检验中心(温州)副主任杨志敏：“就缺少一个标样，那么缺少这个标样主要它是对我们国内这个标准理解的不够。”

　　杨志敏告诉记者，今年4月18日，浙江省工商局组织开展了对流通领域商品质量的例行检测，在路易威登公司的杭州专卖店，工商人员抽取了正在销售的三款背包，并送往国家鞋类质量监督检验中心进行质量检测，对于路易威登这个国际知名的大品牌，检验中心派出了最强大的检测团队。

　　杨志敏：“我们也比较重视，那也派来我们技术专家来进行检测，我们又有一个技术专家在跟踪，因为可能他们这个品牌也是著名的大品牌，我们不想在这个事情上出什么差错。”

　　记者：“所以格外小心？”

　　杨志敏：“对。”

　　经过重重把关、一次又一次的审核，一个星期以后，检验结果出来了：被送检的三款路易威登的背包被判定为不合格产品，这个结果出乎所有人的意料。

　　消费者：“没想到这么知名的大牌也会出问题，真的很惊讶。”

　　LV缺失的究竟是个什么东西？就是背包上拴着的一块皮样，它必须和背包的材质和颜色都一样，这块标样，很多人平时也不太注意，就算弄丢了也不会影响背包的外观，可是，到了质检部门那里，怎么少了块标样就成了质量问题？

　　杨志敏：“消费者可以通过这个标样那么了解这个包的主体材料是牛皮的，还是人造革的，因为我们消费者观念里面这个牛皮的跟人造革的这个区别，包括价格质量区别他们觉得是很大的，所以就是当时这个标样实际上就是让消费者有一个告知权吧。”

　　为什么背包上面没有标样就可以判定为不合格产品？杨志敏拿出了他们的判定依据。

　　杨志敏：“就是QB-T133-2004背体包的标准，那么这个是我们国家的轻工行业标准，它主要就是外观质量要求，第五点一款的第八条里面，它有个标样的要求，标样那么它的要求是产品附带的标样与背体包主体材料质量，主体材质完全一致，那么没有标样的话，它的整体外观质量就不合格，所以这次 LV这三个包，就是因为标签问题就全部判为不合格品牌。”

　　由于没有背包材质的标样，违反了我国的关于背包标准的规定，因此LV的背包就被浙江省工商局判定为不合格产品，不过也有一些人并不认可这样的判定，因为在他们看来，有没有标样都不会影响到包的使用，也不会影响到包的质量，所以由此就判定这个背包不合格，似乎有些小题大做。

　　杭州市民：“我觉得没有标样问题不大吧，反正又不会影响到包的质量和使用。”

　　然而，对于消费者的这种看法，对外经贸大学WTO研究院院长张汉林却并不认同。

　　对外经济贸易大学WTO研究院院长张汉林：“无论是所谓的著名的品牌，还是一般的品牌，那么它都必须对消费者有很重要的样品标识，这个是很基本的一个要求，所以我们认为它不是小题大作，无论是对国内的，还是国外的，无论是来自哪个国家和地区的，我们都是采用同样的标准，这个不存在违反WTO的国民待遇的规定，这就可以了。”

　　在LV背包的吊牌上，可以清楚地看到注明着这样一行字：执行中国QB-T133-2004标准，不过对于这个标准中的某些具体规定，路易威登公司显然并不是太了解。

　　LV上海区域经理：“不是质量出问题。”

　　不过在检测部门看来，没有标样就是外观质量不合格。

　　杨志敏：“它没有完全理解我们国家的标准，那么这是我们一些国外品牌，还有国内的总代理商一个通病，应该说，这个我们在以前检测进口皮鞋的时候也发现了这个问题，虽说他们的产品包装上都明示了，执行标准是我们国内的一些标准，但是他们没有去很好的去了解，经常在标识，在标样这方面出现了一些问题，这就是外观质量不合格。”

　　尽管只是少了一块背包的标样，但是路易威登公司还是因为不符合中国的产品标准而受到处罚，杭州店停业十多天，罚款46万多元，面对这场质量门事件，路易威登公司通过媒体正式向中国消费者道歉，并且在巴黎成立了一个工作小组，专门研究中国的质量要求。

　　作为全球最知名的奢侈品之一，LV事件引起了社会各界的广泛关注，最近百度财经的一份调查显示，当问及：你认为皮具商品是否必须有显示皮包材质、品牌的标识时，回答必须有的占73.91％，回答没必要的占26.09％。整体调查显示，多数公众支持浙江省工商局的查处决定。

　　在暂停营业11天之后，位于杭州武林广场的LV旗舰店于6月16日恢复正常营业，在这场因缺失产品标样而引起的质量门事件中，他们也付出了相应的代价，记者了解到，浙江省工商局已经向路易威登(中国)商业销售有限公司下达处罚决定通知书，责令其限期整改，没收违法所得29.86万元，并处罚款 46.25万元。

　　面对浙江省工商部门的处罚，LV的反映可谓积极，路易威登中国商业销售有限公司公关总监赵晓静表示，他们将积极配合工商部门的检查，并进一步进行内部自检，目前LV公司在国内其他城市的专卖店也在与当地工商部门沟通，决定是否将商品补上材质标样，尽快使相应产品符合中国国内的相关标准。
